"At Tokyo's Central Sation a civilian passanger sits with his luggage and waits to board the express. Most of the passengers using Japan's railroads today are returning Jap [sic] servicemen who are permitted to travel from Tokyo at half fare. Civilians do no need written priorities for travel but they must convince stationmaster that their trip is sufficiently important."
