Homeless Child Caught Stealing a Shoe
"Plainclothes police round up roving bands of homeless children. War-displaced minors were a major source of petty crime. This boy, caught in a railway station at night, will be placed in an orphanage. Clutching a geta (wooden clog) in one hand, he protests angrily, but to no avail. 22 July 1947 (New York Times)."
