During the war, women were united under one umbrella organization, the Great Japan Women's Association (Dai Nihon Fujinkai). This particular group of women was contributing voluntary labor to the war effort by preparing tea grounds (chagara) for use in military horse feed. As the Japanese caption reads, women's groups "worked with great devotion in support of the war."
