- When the American Civil War broke out, it did not start out as an abolitionist war. A war always takes configurations and patterns that we never dream of at the beginning. This program describes how President Lincoln and Congress were inclined against prohibiting slavery. However, after war broke out in mid-April, 1861, Congress began to strike at the institution of slavery because that institution bolstered the South and the South’s war effort.
